Bashkortostan Development Corporation has submitted proposals for amendments to the Federal Law to the State Duma

Nail Gabbasov, Director General of the Development Corporation of the Republic of Bashkortostan, took part in a meeting of the Expert Council on the Development of Special Economic Zones under the State Duma Committee on Economic Policy. During the meeting, the participants reviewed the draft amendments to the Federal Law on “Special Economic Zones in the Russian Federation”.

According to the project, the process of obtaining resident status will be accelerated, and the approval procedure will become easier. When applying for resident status, companies will have the opportunity to replace the business plan with an investment project passport. The bill also provides for the unification of industrial and production and technical and implementation types of SEZs and the expansion of the list of permitted activities.

— The submitted project has been carefully considered by us, and we support the changes being made, as they will reduce the administrative burden, simplify the processes of creating SEZs and the timing of obtaining the status of residents of special economic zones by investors. In addition, these changes will allow the management companies of preferential zones to attract investors to the regions more quickly and efficiently,” said Nail Gabbasov, Director General of the Development Corporation of the Republic of Bashkortostan.

During the discussion of the draft law, in addition to the changes being made, the head of the Development Corporation submitted innovations to the Ministry of Economic Development of Russia and the expert community, including the development of a simplified application procedure for the provision of documentation for the expansion of the SEZ territory, the expansion of the concept of “logistics activities”, subsidizing operating costs for the maintenance of infrastructure facilities of the special economic zone until the payback period of the project, as well as making additions to the standard form of residency agreements , etc .
